To install additional Plesk components you can use this utility:
/usr/local/psa/admin/bin/autoinstaller
It runs from the command line. Right after launch it prints a few messages to the console, and on step 5 it asks you to pick the packages to install.
Use the numbers to tell it what to install, then press Enter.
Once it’s done, log into the Plesk web UI and use the Migration Manager. It’s on the Tools & Settings page, under Tools & Resources
